Statement on the Interim Government’s Draft Constitutional Declaration

We, as members of the Syrian Democratic Council (SDC), declare our complete rejection of the constitutional declaration submitted by the Interim Government. As stated in our previous statement dated February 26, 2025, the so-called “National Dialogue Conference” failed to impartially represent social components and political entities. The SDC affirms that any outcome based on this conference remains inadequate in addressing the national issue.

This draft constitution reproduces authoritarianism in a new form. It entrenches central rule and grants the executive authority absolute powers. At the same time, it restricts political activity and prohibits the formation of parties. These measures directly obstruct the path of democratic transition. Additionally, the draft completely ignores the necessity of clear mechanisms for transitional justice. The absence of such provisions only deepens the national crisis.

The SDC strongly reject any attempt to recreate dictatorship under the guise of a “transitional phase.” Any constitutional declaration must be the result of genuine national consensus, not a project imposed by one party.

Accordingly, we call for a complete reformulation of the declaration. It must ensure a fair distribution of power, guarantee freedom of political activity, and recognize the rights of all Syrian components. Furthermore, it should adopt a decentralized democratic system of governance with clear mechanisms for achieving transitional justice.

Syria is a homeland for all its people. We will not accept the reconstruction of an authoritarian regime.
