This is especially true in the case of Syria. During the war years, Syria witnessed deep transformations in its social and political structure.<\/strong><\/p>\n<p><strong>Without establishing a state of community stability based on mutual understanding and coexistence, any attempt at political or economic reconstruction remains vulnerable to fragility and collapse.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The years of conflict have led to the disintegration of Syria&#8217;s social fabric. They have also deepened divisions along ethnic, religious, and political lines. As a result, the need for social peace has become more urgent than ever.<\/strong><\/p>\n<p><strong>However, social peace is not simply the absence of violence. It goes far beyond that. It requires building a system of mutual trust among the different components of society. It also requires strengthening a culture of dialogue, accepting others, and respecting diversity as a source of strength, not a weakness.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Rebuilding the Syrian state begins with rebuilding the Syrian people themselves. This requires addressing the psychological and social impacts left by the war. It also means restoring the values of citizenship and justice.<\/strong><\/p>\n<p><strong>In this context, there is a clear need to adopt well-defined transitional justice policies. These policies must strike a balance between holding those responsible for violations accountable and creating space for community reconciliation and reparations. The goal is to ensure that such tragedies are not repeated.<\/strong><\/p>\n<p><strong>The success of these policies depends on their ability to translate into practical measures that affect people&#8217;s daily lives. This could include truth-seeking committees, compensation programs, or efforts to reintegrate those who have been harmed back into society.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The presence and functioning of the state and its institutions play a critical role in strengthening social peace. This can be achieved by adopting a unifying national discourse that avoids exclusion and incitement. It also requires promoting political participation for all components of society without discrimination.<\/strong><\/p>\n<p><strong>A state built on genuine partnership among its people is better equipped to withstand challenges. It is also more capable of managing diversity as a positive force.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Protecting social peace depends on having a clear legal framework. Such a framework must criminalize hate speech and ensure accountability for anyone who promotes it under any pretext, including claims of freedom of opinion. This accountability should also extend to officials whose decisions may destabilize society. When accountability is absent, it opens the door to chaos. It also undermines any efforts to achieve stability.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>The role of civil society cannot be overlooked. It serves as a bridge between the state and the people. Additionally, it helps launch local initiatives that promote dialogue and reconciliation among different groups, especially in areas that have experienced severe tensions.<\/strong><\/p>\n<p><strong>The media also plays an essential role in supporting social peace. This requires adopting a professional and responsible discourse that strengthens national unity and avoids fueling sectarian or ethnic tensions.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>On another front, achieving social peace is closely linked to improving economic and service conditions. Poverty, unemployment, and marginalization create a fertile environment for tensions to return. Therefore, any reconstruction plan must be balanced and fair. It must take into account the needs of all regions. It should also help reduce social gaps and strengthen the sense of fairness and equity.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Ultimately, social peace cannot be treated as a secondary option or a later phase. Rather, it is a fundamental prerequisite for the success of any national project in Syria. The reconstruction of cities and homes cannot take priority over the social and psychological recovery and empowerment of the Syrian people. A state that seeks to rise anew must first establish sustainable internal peace.
