The Final Statement of “The Raqqa Consultative Forum”

A group of representatives of political and community powers and independent Syrian political figures met at the invitation of the Preparatory Committee for the conference of Democratic Powers and Figures in Syria at “The Raqqa Consultative Forum” for dialogue and discussion on the necessity and importance of a political resolution in Syria and on the importance of forming a Syrian inclusive national identity and the concept of decentralization over two days on September 2nd and 3rd, 2020.
In the face of the Syrian catastrophe, which has lasted for more than a decade, and for this pivotal stage of the Syrian Revolution, which coincides with the dramatic development witnessed by the world on the international and regional arenas, it is incumbent on the Syrians to take the initiative and unite their visions to save their country from the existing disaster and humanitarian tragedy.
The participants stressed the importance and necessity of a political resolution in accordance with UN resolutions, and the need to bring together the Syrian and National Democratic Powers and come up with an obvious and agreed vision in order to have an effective role in any future political resolution for Syria, so the basis of this is dialogue that should be open to others without excluding any party and based on transparency and national responsibility.
It was also agreed on the general and inclusive matters of the importance of forming a Syrian inclusive national identity, as it is an urgent necessity for Syrians, and it is the first step towards achieving social peace on the one hand, and on the other hand, it is the inclusive belonging of all Syrians, thus it was agreed on the common goals and principles of identity and the dissemination of the idea of its importance and consolidation as inherent intellectual and cultural values and evoking its existence through constitutions and laws as a basic goal for the continuity of the unity of society and ensuring its future.
It was stressed on the importance of focusing on the political and media discourse that adopts the concept of current identity an umbrella that brings together the national, ethnic, religious and even sectarian diversity in Syria based on equal and free citizenship (individual and group rights) and not on the basis of forced integration.
As for decentralization based on geography (territory), it was generally agreed on the importance of adopting the concept of decentralization as a regime of governance and administration and as a beginning for the resolution in Syria, especially that decentralization contributes to development of the country and ensuring the non-return of authoritarianism.
The participants agreed to study the situation of the Autonomous Administration model with its pros and cons and develop it to be a start for the future Syria in a way that Syrians agree with.
In the end, it was agreed on the importance of continuing the dialogue and discussion with all Democratic Powers and Figures without exclusion on these concepts on a larger range, and the importance of involving the views put forward in this forum with the upcoming Stolkholm Consultative Forum.
