The ”Presidential Council” discusses the concept of “decentralization” and theses of future of the country

On Thursday, March 31st, the Presidential Council of the Syrian Democratic Council, discussed the concept of decentralization, its forms, formulas and various theses that suit the future Syria in line with the country’s diverse and multiple characteristics.

The workshop dealt with a historical overview of the beginnings of the formation of the Syrian state, the bases of decentralization in Syria, the successive constitutions of the country and its articles related to the form of the state and its regime.
The “presidential Council” is concerned with policy-making and decision-making and consists of representatives of forces and parties, representatives of civil administrations and councils, independent figures representing the social and political balance, and representatives of all Syrian segments and components.

The workshop discussed a proposal for a working paper that included models and practical experiences of decentralization at the regional and international levels, and the necessities that necessitate the implementation of a decentralized regime of government that preserves the country from the uniqueness of a tyrannical authority or a dictatorial authority that monopolizes the resources and power of the state.
The political parties and components of the council also submitted papers and proposals on the concept of decentralization, its formulas and the most appropriate form for the diverse nature of Syria. The members of the council highlighted the disadvantages of the central regime, which monopolizes the decision of the components and the wealth of the country without regard to the opinion of the majority.

Many Syrian movements and forces adopted the principle of decentralization in the future governance of the country, but they did not agree with the most appropriate form due to the multiplicity of forms of decentralization, and the Syrian Democratic Council believes that the effective solution for Syria and its recovery from the state of fragmentation in the Syrian state entity is a democratic and pluralistic decentralized regime of government that preserves the unity and sovereignty of the country.

The political and social components represented in the Presidential Council agreed that the central authority in the past decades excluded the parties and regions from participation in decisions, services and benefit from the resources of the state in development and progress, which is one of the reasons that made the Syrian people to carry out the revolution and demand change.
The workshop also evaluated the papers submitted by the parties participating in the Constitutional Committee and how they eliminated the Syrian original components and crossed out the diverse languages and cultures that enrich the social unity in Syria.

The Syrian Democratic Council, through the path it leads with the Syrian Democratic Forces and movements inside the country and abroad, continues to discuss issues and files, including the concept of decentralization to reach a comprehensive consensus that would be a base for the Syrian forces to reach the desired democratic change.
