The Syrian Democratic Council (SDC) expresses its position regarding the recently formed Syrian government. This government was supposed to pave the way for broader participation of representatives of Syrian society. It was also anticipated to signal a comprehensive political solution—one that could end the suffering of Syrians and lay the groundwork for a new phase of national consensus.
We had hoped that this government would genuinely embody Syria’s diversity across all its political and social components. However, the newly formed government does not meet national aspirations. It remains largely homogeneous, despite the inclusion of some technocratic figures.
Moreover, this government has failed to ensure genuine representation for women. Women constitute the largest social segment and have endured the greatest hardships in recent years. They have suffered through displacement, loss, violence, and political marginalization. Broad representation of women is not just a symbolic gesture—it reflects an open mindset that embraces participation and rejects discrimination. It also demonstrates a commitment to equality and a balance of rights.
The formation of a government in this manner cannot be considered a step toward a real solution. This is due to the dominance of a single party with a clear ideological character. Such an approach cannot be concealed by mere rhetoric or superficial slogans assigned to ministerial objectives. Instead, it represents a continuation of a failed approach that has brought no benefit to Syria or its diverse components.
The SDC affirms that any genuine government must be based on the principle of true national partnership. It should not exclude any Syrian party. Rather, it must embrace all influential powers on the ground and reflect the aspirations of all Syrians, regardless of their political, ethnic, religious, or gender affiliations.
The practice of appointing officials without adhering to principles of participation and diversity only serves to reinforce an undemocratic, autocratic rule. This approach began with the formation of the dialogue committee and continued through its staged conference. It extended to the constitutional declaration committee and the directives that imposed dominance over political affairs. Such practices offer no prospects for a transitional phase that would establish a sound political process and allow for the proper reconstruction of the Syrian state.
We call on all Syrian national powers to work together toward a new political path. This path must be built on genuine democratic foundations, one that upholds the rights of all components. It must also move away from exclusionary policies, which have repeatedly proven their failure. We stress the importance of not repeating past mistakes by relying on ineffective tools. These tools have neither contributed to proper state governance nor achieved lasting stability.
Syria urgently needs new solutions. These solutions must be grounded in dialogue and consensus. They should move away from the continued reproduction of the same approaches that have deepened the crisis and prolonged the suffering of Syrians.
