Statement to the Public on the 8th Anniversary of Raqqa’s Liberation from ISIS

October 20, 2025, marks the eighth anniversary of the liberation of Raqqa from the terrorist organization, the Islamic State (ISIS), by the Syrian Democratic Forces (SDF), with support from the Global Coalition.

That historic day symbolized the triumph of the Syrian people’s will over one of the most brutal extremist groups in modern history. It also marked the beginning of a new chapter — one that restored hope to a city that had long suffered from tyranny and isolation.

The people of northeast Syria made immense sacrifices in the battle for liberation. Fighters — both men and women, from all communities — stood together in defense of freedom and human dignity. Thanks to their courage, Raqqa began to rebuild and recover, progressing from the destruction of war toward lasting stability and self-administration. The establishment of a local civil administration laid the foundation for a unique model of democratic governance and inclusive community participation.

Today, Syria is moving into a new political phase following the collapse of the former regime and the establishment of a transitional government. The Syrian Democratic Council (SDC) emphasizes that this moment must serve as a turning point for the country. It should guide Syria toward a comprehensive national path. This path envisions a democratic and decentralized state, grounded in the principles of citizenship, equality, and justice. The Autonomous Administration of North and East Syria (AANES) and its institutions remain an integral part of this national process. They play a pivotal role in combating terrorism and in developing a governance model that safeguards diversity and strengthens participation.

The SDC also pays tribute to the vital role of women in both liberation and reconstruction. Whether on the frontlines or in civil institutions and community organizations, women have proven that their leadership is indispensable to any genuine social and political renaissance.

Despite the military defeat of ISIS, its extremist ideology persists, and its sleeper cells continue to threaten the security of the region and the world. For this reason, the SDC calls for stronger and more coordinated international cooperation to address the root causes of extremism. It also emphasizes the need to resolve the issue of detainees in the “al-Hol” and “Roj” camps in a responsible manner. This must be done through a comprehensive approach that ensures justice, stability, and the protection of communities from renewed threats.

The experience of Raqqa — founded on partnership, diversity, and the AANES — provides clear evidence that Syria’s future depends on a national model. This model should distribute power and responsibility fairly and enable all Syrians to participate in shaping their collective destiny, free from tyranny and extremism.
