Statement on the Anniversary of the July 19 Revolution

The anniversary of the July 19 Revolution comes at a pivotal moment for Syria. The country is at a critical juncture that calls for national approaches capable of moving beyond years of conflict. It is a time to embark on building a state grounded in participation, justice, and the rule of law.

This occasion offers an opportunity to recall an experience that sought to present a model of community governance and partnership among diverse components of Syrian society. It was driven by a firm conviction that Syria’s stability can only be achieved through an inclusive national project that embraces all its people.

The July 19 Revolution emerged as a Syrian democratic project based on pluralism, partnership, and shared responsibility. It was never intended to serve one component over another. Over the years, this experience contributed to expanding the participation of various groups in managing public affairs. It also strengthened the presence of women in decision-making positions. It helped build local institutions rooted in the will of the community. Moreover, it fostered a culture of coexistence and mutual respect as a foundation for stability and development.

This anniversary comes amid ongoing efforts to build a new Syria. This reality demands a national consensus on constitutional and political foundations. Such foundations must ensure genuine representation for all Syrians. They must also protect rights and freedoms and acknowledge the country’s diversity.

Overcoming centralization and exclusion is essential. Adopting decentralization as a framework that strengthens state unity and brings governance closer to citizens is an indispensable step toward building more effective and just institutions.

The Syrian Democratic Council (SDC) believes that sustainable stability can only be built on responsible national dialogue. It also requires partnership among all political forces and community components. Mutual recognition among these groups is equally vital. This approach paves the way for political solutions that strengthen Syria’s unity and sovereignty. It also lays the foundation for a state of equal citizenship, where all Syrians are partners in rights and duties, without discrimination or marginalization.

On this anniversary, the SDC calls for making it a national milestone to enhance understanding among Syrians. It urges drawing on the experiences that have entrenched the values of participation and pluralism. It also calls for collective action toward a future worthy of Syria and its people. That future must be built on democracy, justice, and the rule of law. It must preserve human dignity and make diversity a source of strength and unity for all Syrians.
