MSDAfter the Syrian Democratic Council held thirteen seminars and series of public meetings that embody the direct democracy in various cities and towns of North and East Syria, for ensuring the equal citizenship and rights of all components in a unified Syria ,strengthening the participation in the institutes of the Autonomous Administration , developing and empowering autonomous and civil administrations .
Today , the Syrian Democratic Council is holding a national conference of the people of Al-Jazeera and Euphrates , in which 300 members of all societal components in northern and eastern Syria participated in the conference , representatives of political forces and parties , independent personalities , sheikhs and tribal notables , representatives of the Autonomous Administration of North and East Syria and the Syrian Democratic Forces .
Many opinions and proposals were put forward regarding the Syrian –Syrian dialogue for participating in the political process , ending tyranny, terrorism and occupations , as well as developing and empowering the Autonomous Administration , ensuring freedoms and rights , applying the law , achieving social justice and equality , the safe and voluntary return of displaced people to their homes , ending all forms of demographic change , releasing political detainees and knowing the fate of kidnapped and disappeared people forcibly .
They have come up with the following decisions :
-Emphasis on the unity of the Syrian regions and respect its sovereignty , and the constitutional recognition of the rights of all national , religious and social components .
– Solving the Syrian crisis in accordance with the Geneva Declaration , Security Council Resolution (2254) and all relevant UN resolutions , and emphasizing the need for the Syrian Democratic Council to participate in the entire political process and achieve the goals of the Syrian people in the democratic ,pluralistic and decentralized country.
– Continuing the dialogue with all Syrian parties who believe in a national political solution and democratic change without exception .
– Preparing for local elections in the Autonomous Administration regions of northern and eastern Syria within a period that doesn’t exceed a year .
– Restructuring the institutions of the administrative system in northern and eastern Syria in order to reduce the bureaucratic case in it .
– Reassessing the work and performance of the qualifications of the employees of the administration and their training , and working for developing , empowering and expanding the administration by supplying it with technocrats .
– Preserving community peace and security , consolidating concepts of the citizenship and accepting the different opinions , combating intolerance and extremism in all its forms , strengthening cohesion among the components to prevent the strives that target the national societal unity .
– Empowering and strengthening the role of women and youth in all situations .
– Supporting the Syrian Democratic Forces in their war against terrorism and extremism , with support of the international coalition , in which it preserves security and stability .
– Reforming the judiciary to ensure its independence and integrity .
-Compulsion of the security services with the law and the judicial order , developing their work and performance in proportion to the principles of human rights .
– Combating corruption and activating the role of central inspection in institutions of Autonomous Administration.
– Making strategic plans for economy , facilitating investments , and giving the priority to national investments .
– Securing the commodities and raw materials by the Autonomous Administration , preventing monopoly , monitoring markets and setting prices in proportion to the citizen’s income .
– Combating smuggling , controlling borders and reviewing tax and customs fees .
– Empowering the agricultural sector , supporting farmers , securing the agricultural supplies ,and rationalizing exports , especially livestock and agricultural crops .
– Continuing the developing , improving and unification of the educational system , providing scientific curricula , developing the level of the teaching staff and qualifying them and finding a method for the recognition of the educational process .
– Calling the international community for the reconstruction of the liberated areas by the Syrian Democratic Forces for the return of the displaced people to their homes .
